Migration and asylum: returning those with no legal right to stay
Starting at 9.00, MEPs will discuss potential changes to EU legislation on the return of third-country nationals with no right to stay in Europe, in a debate with Commissioner Dalli.

Daphne Caruana Galizia Prize for journalism
The winner of the 2024 Daphne Caruana Galizia Prize for journalism will be revealed at a ceremony in Parliament’s press room at 18.00, opened by EP President Metsola. Before the ceremony, there will be a press seminar on “Safeguarding Media Freedom: the role of the European Union”. In a plenary debate around 17.00, MEPs will assess the rule of law situation in Malta seven years after the assassination of the anti-corruption journalist and blogger Daphne Caruana Galizia.

Russian war crimes and shadow oil tankers
After the voting session, MEPs are expected to sound the alarm over ongoing war crimes committed by the Russian Federation, including the killing of Ukrainian prisoners of war. In another debate later in the evening, they will discuss how to ensure the full enforcement of sanctions against Russia, in view of an expanding Russian shadow fleet of oil tankers. A resolution on the latter will be voted on by MEPs in the next plenary session (13-14 November).

In brief
Starting around 16.00, MEPs will discuss with Commissioner Dalli the findings of a UN report on Poland’s abortion law that recommends its decriminalisation.
Foreign interference and hybrid attacks. From around 19.00, plenary will review the need to strengthen EU resilience and internal security with Commissioner Reynders.
Tackling the steel crisis. At around 10.30 in the morning, MEPs will debate how to boost a competitive and sustainable European steel industry, while maintaining quality jobs.
Votes
At noon, MEPs will vote on:
- Parliament’s position on the 2025 EU budget;
- applying the urgent procedure to a proposed update to the Deforestation Regulation;
- guidelines for the employment policies of the Member States, and
- the need to revise the medical devices regulation.
