In the early stages of pre-production, game development typically involves a smaller team of about 15-20 people. The team size only increases during full production, which lasts 3-4 years.
It’s important to note that not all team members are full-time developers throughout the entire project. A lot of the work is done by independent contractors hired for specific tasks. Once their work is complete, they move on, leaving a core team of permanent employees who are on salary with Sony. This setup means the actual cost is often much lower than what some assume when multiplying the number of developers by the duration of development.
