Ex-Oregon City cop faces ‘official misconduct’ charges

PORTLAND, Ore. (KOIN) — A 32-year-old ex-Oregon City police officer was charged with 3 counts of official misconduct in July for allegedly receiving “sexual gratification” while on-duty two years ago.

Walter Leroy Harper III was charged in Clackamas County July 12 for the alleged actions that happened during August 2022. The court document claims Harper “unlawfully and knowingly” performed an act “to obtain personal sexual gratification” while he was on duty.

He is expected to be arraigned August 8.

This allegation took place just a few months before he was arrested for DUII and reckless driving in the county in January 2023. He later pleaded guilty and was sentenced to probation, community service, fined and sent to a high risk driving class.

Harper, who had also spent time as a Gresham police officer, resigned from the Oregon City police in September 2022.
