Thats true, and while i wont pretend there is no intent to sell extra content. Its 2024, not 2004. You could argue if T8 shipped and never had DLC then, “everything is on the disc”. Would that be better?

And lets be fair, the release version has more stages, more characters, more costumes, more modes and a longer single player campaign than Tekken 1-5 and pretty much every other Fighter. So yeah, it might seem a little shitty, but credit where its due it was not a bad package at launch.
