Rosie O’Donnell’s oldest daughter, Chelsea Belle O’Donnell, was arrested on charges of child neglect after cops say they found her 11-month-old in a home filled with meth pipes, feces and garbage, In Touch can exclusively report.

According to court documents obtained by In Touch, Chelsea, 27, was charged with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC on September 17.

Prosecutors also charged Chelsea with two misdemeanors: disorderly conduct/domestic abuse and possession of illegally obtained prescription drugs. According to the Marinette County Sheriff’s Office, police received a call from Chelsea on September 10.

The dispatch heard people arguing and a female telling someone to “get the hell away” from her. The police said at the home they found Chelsea who had “dilated” pupils.

The report said Chelsea told them nothing happened, and she said things were fine. The police asked about what was heard on the 911 call. Chelsea then admitted she got into a verbal fight with her boyfriend Jacob Nelund.

Chelsea told police that Jacob was inside the home with her son, born in October 2023.

“I tried to ask her more questions and you could tell the Chelsea was not being honest whatsoever,” the police noted. “This was a repeat of what happened a few weeks prior when I was at her house for a similar incident.”

The police detained Chelsea. The officer located a meth pipe with meth residue in the pipe in her pocket. The police went inside to check on the welfare of the child.

The officers came into contact with Jacob. Per the report, the officers found a marijuana pipe. He admitted to having smoked a bowl. The police noted that Jacob had dilated pupils “and did not react to any sort of light.”

“His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not. I asked him what other drugs he used today and he said that he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes. I have previously observed this type of impairment on someone that had smoked meth,” the police wrote.

The police said that Jacob admitted to verbally arguing with Chelsea.

He said he locked himself in the bathroom while she banged on the door. He showed a video of the incident to police.

Jacob told the police he shared a child with Chelsea. The officers also noted that they observed Chelsea digging something out of her butt area while in the back seat of the police car.

The police noted, “I watched her for a little and she kept moving her hands around, and it appeared that she was either digging into her butt or her vaginal area. I opened the squad door and asked her what she had on her or in her. She denied having anything and claimed that the handcuffs were starting to hurt her, so she was moving around.”

She later admitted to having something in her bra. Chelsea pulled out a black vial-type container and a clear plastic bag with some white pills, per the report. “In the black vial was a white crystal-like substance that I know to be meth,” the report read.

Chelsea said the other pills were Alprazolam. The police said the meth weighed 18.050 grams.

Once police entered the home, they said they found a horrible scene. “The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor.”

The officer continued, “The living conditions in the house were horrible. I searched in the bathroom and did not find anything of interest. I then assisted with searching that downstairs bedroom that was Chelsea’s and Jacob’s. Deputy Veriha had located a used meth pipe and a gem bag with meth in it.”

One officer went into the child’s room and found a blue box on the nightstand. In the box he found several hypodermic needles.

“Some of the needles were used and had dried blood in them. I know that drug users commonly use needs like this to shoot meth into their arms or ‘bang out.’”

The report added, “Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a clothes pile, I found a straw that had been cut off and burnt.”

Another officer described the scene writing, “Inside the bedroom that appeared to be designated as [the child’s] room, there were numerous used hypodermic needles. Several of them were loaded with blood. There were old apples, garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child].” During the home search, officers also found a meth bong, meth pipe “that a small child could have easily grabbed.”

The officer said Chelsea was “sweating profusely and very jittery” during it all. The baby was inside the home sleeping when officers went inside. Child Protective Services came to the scene and allowed the child to be handed over to one of Jacob’s friends.

The officer noted, “It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment.”

The police also found evidence consistent with drug trafficking inside the home including a possible one pot meth cooking setup. Chelsea was arrested and later released on bond.

A couple of weeks later, on October 11, Chelsea was pulled over by police while driving around town.

The officer noted, “Chelsea would not look me in the eyes and kept staring straight over the steering wheel. I asked Chelsea where she was going tonight, and initially stated she didn’t know, then appeared to catch herself, and stated ‘to a friends.’ I asked Chelsea who her friend was and she stated she did not know. I asked the passenger for ID and he did not acknowledge me, and kept looking straight. Chelsea was visibly nervous, shaking, and her forehead was covered in sweat. I asked Chelsea if there were illegal drugs in the vehicle.”

During questioning, the police said Chelsea reached in her pocket and threw a meth pipe towards a river.

The officer said she tried to throw it over a fence, but it hit the fence and bounced back. Chelsea was placed in handcuffs. The report said that Chelsea admitted to having something in her bra but wouldn’t tell officers what it was.

Chelsea had a male passenger with her. The police searched the car and found “three used needles” in the center console.

“I asked Chelsea about the needles and that it appeared they may be used Meth needles. Chelsea acknowledged that they might be, but insisted they” were the passengers’. Chelsea was transported to the jail. The staff refused to take her until she was medically cleared. Police then drove Chelsea to the hospital where they removed the items in her bra.

“Chelsea removed a what I know through my training and experience to be a meth pipe, as well as a pill bottle with various pills, and a baggie of a crystalline substance I know to be Methamphetamine,” the report said.

The pills found included Oxycodone, Morphine Sulfate pills and Hydrocodone. Chelsea was arrested and charged with three felonies of possession of meth, bail jumping, possession of narcotics and other misdemeanor charges.

A hearing has been set for next month in both of Chelsea’s cases.

Rosie, 62, and her ex-wife Kelli Carpenter adopted Chelsea as a baby.

In 2015, Rosie pleaded for help after 17-year-old Chelsea went missing. She was located by New Jersey police a week later at a 25-year-old man’s home. Rosie’s rep said that Chelsea had mental health issues and stopped taking her medicine.

Chelsea decided to move out of Rosie’s home when she turned 18. She decided to move to Wisconsin to be near her biological mother, Deanna Micoley.

Chelsea claimed that Rosie kicked her out of the home. She denied she suffered from mental health issues but admitted to previously dealing with anxiety and depression.

At the time, she said, “Putting out there that I am mentally ill was really hurtful. People think I’m this crazy person and as I’ve said, I have depression and bad anxiety – but it’s been something that’s gotten a lot better.”

In 2016, Rosie and Chelsea were spotted together after appearing to work out their issues.

The same year, it was reported that Chelsea was admitted to a Long Island hospital for a psych evaluation. Chelsea married a man named Nicholas Alliegro in October 2016. The couple split in 2018.

Chelsea has four children: daughter Skylar Rose, born in December 2018, daughter Riley, born January 2021, daughter Avery Lynn, born in February 2022 and son Atlas, born in October 2023.
