UAE CIOs Evolve into Digital Value Architects

On February 10, 2023, in Dubai, the UAE’s Chief Information Officers (CIOs) gathered to discuss their evolving roles.

“Few could have predicted it,” said Dr. Mohammed Al Mualla, a senior IT executive at a major UAE bank, “but the position of the CIO has transformed significantly over the past five years.”

As the United Arab Emirates continues to invest heavily in digital transformation, its CIOs are shifting from traditional technology operators to digital value architects. This change involves not only overseeing the implementation of new technologies but also driving business strategy and creating new revenue streams.

According to a recent survey, 70% of UAE CIOs consider their role more focused on business outcomes than on the technology itself. This is reflected in the increasing number of CIOs who now report directly to the CEO, indicating a higher level of strategic involvement. In an interview, Fatma Al Shamsi, the first Emirati woman to hold a CIO position in a government entity, noted, “The CIO’s role today is about understanding the business needs and leveraging technology to meet those needs, creating value for the organization.”

In terms of specific details, the UAE has seen a significant investment in digital infrastructure, with over $300 million allocated for digital transformation initiatives in 2022 alone. This investment is aimed at enhancing the country’s digital capabilities, including cloud computing, artificial intelligence, and cybersecurity. The impact of this investment is already being felt, with several government services now available online, and plans to increase this to over 90% of all services by the end of 2025.

“Our goal is to make the UAE one of the top five most digitally advanced countries in the world,” stated Omar Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications.

As the UAE continues on its path of digital transformation, the role of the CIO will continue to evolve. With more emphasis on creating digital value, UAE CIOs will be at the forefront of driving innovation and change within their organizations. The question now is how effectively they can balance the technical aspects of their role with the strategic, to truly drive business success.
