It’s not uncommon for corporations to socialize their losses externally and incentives internally (and by internally, I mean among the execs).

I don’t know if it is the case for Microsoft, but it is not unheard of for a corporation of that size to say “everyone gets a bonus, or no one does”. So if one branch drags the others down, there is a lot of internal grief. No one wants to be the reason the bonuses get lost so… These things can happen.

If that’s the case, Phil would have likely made a decision to protect his friends. And even if you intend to show him grace, understand that he’s not taking any cuts to his compensation or resigning in protest.
