The loading screens should be just a quick fade, and are likely there for gameplay balance purposes.

If you trigger the alert, when you switch to another area it does give you some space to try and get away from enemy soldiers. If this wasn’t present it’d probably be very frustrating to find a hiding spot and let the timer run out to go back to caution and normal mode again.

Though, I too would have preferred one continuous game map, but I understand why they didn’t do it.
